April 2016 Project Update

Hello everyone!

Some of you may have seen the U.S. Army Corps of Engineer's public announcement regarding the proposed Angoon Airport. I wanted to take some time to give you a brief update on what this announcement means and where we are with the project.

When a proposed project would have impacts on "waters of the U.S." (see sidebar for definition) a permit application has to be submitted to the U.S. Army Corps of Engineers for approval for this work. Once a permit has been filed, the U.S. Army Corps of Engineers is required to publish a public notice and open the permit application up for public comment.

As we have discussed in both the DEIS and in past project updates, even though the FAA has identified Airport 12a with Access 12a as the preferred alternative, this is not considered a final decision. The DOT&PF's proposed action remains Airport 3a with Access 2. Therefore, the DOT&PF has submitted an the Alaska National Interest Lands Conservation Act (ANILCA) application to the FAA, the U.S. Forest Service, and the U.S. Army Corps of Engineers for Airport 3a with Access 2 (for more information on the ANILCA process, see Chapter 5 of the draft EIS, available here: http://angoonairporteis.com/deis.html).

The U.S. Army Corps of Engineers considers the ANICLA application to be an individual permit application under Section 404 of the Clean Water Act. Because of this, the U.S. Army Corps of Engineers is now following their process for evaluating an application, including the public notice and public comment period. For the last few months, the agencies have been working closely together to resolve comments received on the EIS and work through the ANILCA process. Right now we are anticipating a final EIS later this year which will move us into the next ANILCA step. I will continue to provide updates to you as I have them.
